But RDR has lots & lots & lots of riding. So if you only want to enjoy riding, then it's no contest. RDR wins.
Wicther 3 is the most amazing game I have ever played but I think the horse riding is not the major feature. The graphics are breath taking and you can spend a long time doing this. Roach is a very good horse....You will never look back. To travel to other lands a boat is required and you just whistle for horse. Please check out youtube for more.

If you look at RDR2 buy only for Story mode its awesome for horse riding. Wonderful game so much to do live play explore loved it as well. But its more western. You cant lose but to get to the free mode and explore you have to do several quests first .

You could also look to Kingdom Come Deliverance.
I'll probably go with RDR then because I also don't like how you need to play as an old man with white hair in Witcher 3.
I only wanna get the best one because I don't like to waste my time playing inferior games.
