If that's not the problem, then yeah, probably need to contact Steam Support and hope they can help you resolve it. Good luck.
if already on the normal version, switch to the beta version of steam.
this all sounds like some broken files in steam, not saying any of you played a pirate copy of a steam game.... but that may be one of the causes. virus infections can do this, adware can in some cases, to many to name actually. but the reason i said to switch either of the versions is that the installs are different, en just installing the same version may give same result (the missing game). anyways, steam support will still be the better option.
Luke, we can still see that you own the game. Maybe by accident it became hidden? (There is a feature for some reason that allows you to hide some games) probably for pervs :P idk.
Try finding a way to unhide it.

OP literally added a screenshot of the receipt to the opening post... as for the other points you mentioned: the issue happens on both computers and both accounts (my account and my gf's account) so it shouldn't be an issue with the client or any other local problem (like the viruses you mentioned). I suppose it's a synching issue of some sort.
Same here. After my gf logged out and back into her account, it showed up again. I'll raise a ticket with the steam support too. If enough people complain they might take a look at it ;)
Do you have family sharing enabled by any chance? I was wondering wether maybe this caused the issue on our end.
With RDR2 it's the first time I've ever seen this problem and I'm on steam for 10 years or so by now.
