Getting out of the red zone before any police sees you of course is a must for the most part. Try not to shoot while wanted as it changes the focus to where the shot came from and such.
By the end of the story you can easily max it back out again.
If you are going to play it as a "I want to mess around more in open world and go REALLY slow through the Story" then I highly suggest playing with some mods that modifies how the Wanted/Law/Bounty stuff all works. I don't think you should turn it completely off though. That would be like GTA without any Police; which would be kinda dumb.
You can get a mod also allows that if you put on correctly before doing most crimes, you won't get negative honor as a result.
