i've never understood why, but those are the controls for fist fighting.
Oddly enough, I accidentally aggravated someone in the same bar right before talking to Bertram and his weird mommy thing. I ended up getting into a fist fight... and was using the mouse to fight. I didn't even know the F and R keys did anything until I initiated the Bertram quest and couldn't do a fcking thing.
None of my mouse buttons would work during this encounter. I died the first time because I couldn't figure out how to fight back, as I had been using my mouse to fight people every time before Bertram.
You usually don't need to until you run into a situation like the above. They allow you to fight with the mouse the entire game, and then when a scripted fight occurs, the mouse does nothing. It's a bit odd. And no, not everyone wants to study for an hour when they get a new game.
If people would actually pay attention, the game throws hints in the upper left telling you how it works, etc.
