Report a translation problem
I use a keyboard/mouse - unsure about controller.
Leaving this up in case someone else runs into this bug.
IIRC, it took me a minute or 2 of 'button mashing' before the timing was perfect. But if you've tried that for a while and it's still not working, then I'm not sure what else to suggest.
If you figure it out, post here. I'm guessing it's a rare bug since no one else has commented. :/

Edit: going to a previous save and retrying the mission may work? Try that as a last resort.
The glitch happened to me and restarting the mission didn't help. I tried the button mashing but that wasn't working. Oddly, switching to first person view helped.

You might have solved this issue by now, but if you haven't - I found a fix!
Plugging in an Xbox controller and using that for this scene worked for me.
The issue might be with having an access to one, though...
I solved it with rockstar employee who tell me to leave the mission for
a few times, then i had a skip option, that perfectly pull me over the bug
