Crashing when entering town

My game crashes when I enter a certain point of Valentine, I can literally see a line in the world where the graphics go to crap and if I get near that point game crashes 9/10 times. I've looked all over the internet and tried many of the solutions but can't get one to fix this (no controller, run as admin and disable fullscreen optimization, trying vulcan/dx, lower settings) and NOTHING has worked. Has anyone else experienced this problem and found a solution this is crazy frustrating!

Note: When I tried to do run as admin and disable fullscreen I was only able to do so under steam which didn't allow the game to launch. When trying through Rockstar launcher there was no "my games" in the settings and the launch option said "play through steam".

How does the last scene from the benchmark perform for you?

All of the scenes from benchmark were totally fine for me, in fact it was the first time I was able to see a town without looking just like complete crap from whatever glitch is happening to me.
