You'll need to wait till after chapter six.
I've not collected all those but if there's bones in new Austin you need to wait.

Disable Out of Bounds Snipers:

(Install this and it de-activates the invisible sniper automatically).
John will have to visit Mr. Gill and Mrs. Hobbs to finish Legendary Fish and Hunting Requests, but all else can be done as Arthur - and he can go anywhere in New Austin without issue.

I highly recommend your first playthru is Vanilla.
Then you'll know what annoys you and can 'fix it' with a mod - sometimes.
You can't go to New Austin in Vanilla - and live very long... that's certain.

and you can go anywhere as arthur, this mod turns off all the wanted and bounties, its as if you were just a normal cowboy.

They do work as i only play story mode and i use both those mods, suggest you read the comments section of those pages.
And there are Herbs that can only be found in New Austin also (need for Herbalism challenges)

Arthur not able to get to high concentrations of English Mace - that'll keep him going - is one 'Broken' part of the game. John doesn't need English Mace. Arthur does and there are exactly 7 English Mace Plants not in New Austin for some reason.
That's broken. Right out of the gate.
The Epilogues feel unnecessary and empty. The Hero is Dead - the game is over.
Many of us (well... me... for sure) really like Arthur and really dislike John. The modding community has made it possible for Arthur to go to New Austin and do 'almost' everything R* thought John would do - after the game is over.
We (I) like playing as Arthur - so it's nice to go do everything and spend as much time with Arthur as we (I) can. When the Epilogues hit - after the game ends - a couple of hours with John to tie up some loose ends and it's The Credits and a Re-start - and we're right back with Arthur.
Yes, you can mod your way into New Austin (as soon as Script Hook Updates).
No, you can't go to New Austin in the Vanilla Game - until after it ends in Chapter 6.
If there were more Story in Coulter and I could - I'd go to St. Denis for a haircut and a bath. I'm there in Chapter 2 ASAP and have probably been in Jail (unlikely at that point) or trouble (very likely) already by the time Dutch thinks 'It's appropriate' - 'cause there's a killer Rat Cap I need and I want it - bad.
Also - St. Denis is very near an unlimited source of Big Game Meat - and gator hunting is a dirty bidness.
