but to be honest despite the fact that worked i cant move in game once its loaded on my TV
having this exact issue, none of the fixes I've found so far have worked. I bought this game specifically to play on my big fat ass on my big fat couch, FIX IT ROCKSTAR.
I was able to get it to work. I was running Windows 8.1 which only runs directx11. So i upgraded to Windows 10. Now i have directx12. The reason i tell you this is that steam link in-home streaming and vulcan do not like each other yet. Switch to directx12 in your settings and it will work. Unfortunately the game runs horribly in 4k steaming. Had to cut back to 1080 and still it was almost unplayable. So for now until some of these issues are worked out and some optimization done I have settled to just playing it on my host pc. If this works for you let me know and if you are able to find a way to run in 4k please let me know. 😁
Also the little icon in the bottom right corner is a wifi performance notification in steam link app settings. You need to turn off display performance info in steam link app settings. Ironically im hardwired...no wifi here.

TL;DR: Add something small to your library, like Notepad. Stream it, hit F1 to go to the help section and you got your host desktop on Steam remote play. From there run Rockstar Games Launcher and Red Dead Redemption 2. To stop streaming, exit the game normally, go to Notepad and close it.
