For everyone still with this issue, I did both of these things and it worked for me after.
If you are on 18xx Build (2 years old) You are missing Microsoft Media Feature Pack rolled out last spring. 1903 + needs to be manually updated from Microsoft. This was frequently discussed on RDR Online discord, and GTAForums. Think of 1903+ as you're missing codecs and keys to OS level DRM.
Also, if you google, GTALauncher (frequently talked about on the Steam GTA V forum) will allow you to bypass Rockstar Launcher. Myself and others reports on the GTAForums while using the bypass launcher we could successfully interact with the menu, but going into Solo or Online game would result in an endless loop without the MS update.
Rockstar Launcher .... again.. any time someone would come into RDR Online discord saying they had issues, once they applied the Microsoft update it was always responses of how they were about to cry with how excited it suddenly works. Hope this helps others because I wasted a week and a half thinking it was Rockstar's fault... yet.. it was my computer.
