I changed mine to US - Los Angeles, sped it to to where it should have been, cant remember what I was on before sadly lol
If not US LA, try some other location, I remember having to do so a couple of years ago and it did the trick, did it a few hours back again today and it did the trick for me
lmao what does ISP and Ethernet cable has to do with it if i don't have problem with downloading speed in other platfroms like Uplay,Origin etc.

try this in steam.
View > Settings > Downloads.
clear your download cache,
select a Region close to you,
check if you don't have a speed limit set.
and turn off your internet router off for a few minutes (the box where your internet line actually enters your house),
then turn it on again and don't access any device that needs internet for a few minutes
(tv, phones etc),
so the router can possibly gather some required updates.
besides that,
find a basic speedtest website to check your download/upload speeds.
