Hair glitch

In singleplayer, I got a bald cut and when I went on a mission, and reloaded checkpoint because I died, Arthurs hair got level 2 buzzcut for some reason.
Well, I wanted long hair so I l i t e r a l l y, and im not stretching, bought one hundred hair tonics in general store and hten slept like 30 times.
Its still buzz cut level 2 and in barbershop it says my length is -10, but beard grows all right.
Any ideas?

EDIT: Its actually not buzzcut level 2 but right parted level 1, or 0, just hte hsortest one possible, and I cannot get level 2 buzzcut for some reasno
