Report a translation problem
Before demanding your money back and having what amounts to a hissy fit contact Rockstar and ask why the key bindings are not working. In throwing away this game you are denying yourself a world of adventure in a next-generation video game environment.
Either way, Rockstar support will probably tell you to remove all the RDR2 settings files and redo all of the settings, for better or worse. I ended up doing it multiple times when complaining about the next and previous tab keys not properly rebinding in many cases before they finally decided to actually report it as a bug (sometimes, they just report stuff as a bug, and sometimes, they seem absolutely determined to not report anything).
I've found that _most_ of the key remappings work. So, you should be able to get them working one way or another, but it wouldn't surprise me if it's possible to get the game into a state where it goes stupid and the key rebinds don't work. Not having all of them set is the one case I've heard of where that happens, but there may be others.
