At least online it seems that way, I was never really looking for trouble in story mode.
There is no police station in Van Horn, so they would have to run to Annesburg or St.Denis to find a cop.
They are definitely not gonna stick to just fists though, so find a nice upstairs room to take them on one by one.
PROTIP - the E-key makes you grab people by the neck. (When walking! Anything faster will always be a tackle to the ground.)
From there it can go several ways, you can toss them around, push them to the floor, etc.
It is a bit more than just F for punch and R for block.
For example, I was starting a fight with 2 lemoyne raiders in the fancy bar in Rhodes.
I just wanted to practice some melee stuff too, and I pretty much accidentally threw both guys out of the window.
Online melee duels are always tricky, in free roam events both usually get killed by a third guy who wants two easy kills.
But even there, if you are in that pushy-pushy phase and both break free, hit E, you should grab them by the throat.
With a gun in your hand it's an execution setup.
Also, you can try any npc you meet in a secluded area.
Pull them from their horse, start punching once they stand up again.
They might try to pull a pistol on you, but at super close range knife or fist wins over guns.
But overall it feels really random at times, especially online against people.
If you are in a struggle with someone, the guy with the most stamina at that time wins.
So, even if you are the buttonmasher combo king, if you get into that struggle and you are "gassed out", the other guy will win.
Also do you specifically want the fist fights or just to level your hp because technically there are a couple other options for hp experience. Fishing gets a bit for every caught fish. Rowing a boat also gains, but it is much slower and you would probably reach the travel buckle for canoes before you level your hp to max.

Or do you mean "greet" or "antagonize" when talking about emotes?
You can start trouble with any npc, basically.
Some might try to run away, others draw guns, some start pummeling your head.

But yeah, it would be cool to have something like a fight club for players online.
Nothing with a big lobby and tons of intros, just a boxing ring somewhere in a town, or something like the moonshiner house.
You enter and sort of leave free roam, it deactivates guns, and different rules apply there.
So we could get rid of all the things that make a high level player just better, even with less skill, like the awesome guns, express ammo, the high tier ability cards, etc.
Just your fists and your buttonmashing skills.
Stamina is still that x-factor in that.....blocking costs stamina, struggling costs stamina, and if it turns out to be some long wrestling on the floor, the guy with more stamina wins.
Oh well, there is a ton of things that are just missing in red dead online, and they could be so much fun.
Where is my canoe, one that I can buy and spawn?!?
How am I supposed to get the 100 or even 1000 miles traveled with a canoe award, if I always have to wait for somebody to paddle by in one, so I can rob and murder him?
theres no emote in story and rowing the boat/canoe seems to be bugged and doesnt give any xp like i mentioned above but thx for tryin to help
oh yeah forgot about van horn. might try it later altho it could get tricky like you said if they start pulling out guns. yeha i love using e and all sorts of combinations of f, r, e running, standing, coruching, behind ppl, kocking them to stuff and ground etc. Melee fighting is so setisfying in this game and looks dope. I will still get dishonor for it tho, right? I guess there's no way aorund that unless I fist fight actual enemies. Forgot you can't go to blackwater and down to new austin so thieves landing is prolly off limits anyway. Guess I'll just take train tracks to van horn to avoid bumping into random events and strnager i itend to do later and once I got hp to lvl 8 go back to valentine area and proceed with chapter 2. Thx for info bro.
