Major Frame Drops Constantly, Help?
this is ridiculous, I have 96 hours on this game and I haven't been able to play a single one stutter/frame drop free. I had tried so many things that I will list but first I will list my specifications.

GTX 1070 Ti
i7 4790k OC'd to 4.6 GHz
8GB of DDR3

List of things i've tried: (before that I also want to state that the RAM isn't the issue because in Task Manager my Memory never spikes and stays around 90% usage consistently)
1. Experimenting with Triple Buffering and Vsync
2. Uninstalling the game and reinstalling
3. Reinstalling Windows
4. Messing with Nvidia Control Panel
5. Updating all my Nvidia and Intel Drivers.
6. Lowering the settings to absolute minimum.
7. Locking my FPS with Rivatuner and Vsync.
8. Scanned my PC for any type of malware,virus,etc
9. Disabling antivirus.
10. Deleted settings folder and set to read only with the vsync trick.
11. Made sure none of my parts were malfunctioning but sure enough other games almost equally intensive work perfectly on my computer.
12. Verified integrity of game files.
13. Used a program called ISLC to free up RAM.
14. OC'd my GPU temporarily.
15. Put CPU fan speeds higher for better temps.

And probably a couple others I can list but I need to know is there a fix for this? Or is this game just forever unoptimized? Because I've seen multiple benchmarks with PC rigs that have fewer cores and less VRam run the game infinitely better than I'm able to. Any tips? If so thanks in advance.

I know you said you updated your GPU driver but I don't know when. Make sure you have the latest because their is a specific fix for RDR2. After that use Vulkan if you have switched to DX12 in the video options. My game stopped freezing periodically after doing those steps. You may also want to run the benchmark fully..this cured the dreaded GFX error for me.

I have no hard evidence on this one but it seems like people that OC are having issues. You may want to turn off the OC to see if that helps.

I get around 70-80 normally then at random times doesn't matter where I am my FPS will drop to about 5 and get an awful stutter.

Via Steam, Library, Games, right-click RDR2 and in Properties put that command in that game's launch options. For some Users it stopped the stutter / freeze issues.

I've heard about that with the recent updates and how it doesn't work anymore but of course I'm still going to try it.

So I checked for drivers and I'm completely up to date. I turned on Vulkan and went into the benchmark mode and my average frame rate was 17 with constant stutters so for me it seemed to make things worse because on DX12 my average frame rate was 70 with constant stutters. So next I'm going to disable my overclock and benchmark Vulkan once again. If that doesn't work I'll benchmark DX12 with OC disabled.

It's actually two, I'll give you the exact model name from when I bought it from Amazon.
Kingston HyperX Fury 8GB Kit (2x4GB) 1600MHz DDR3.

You should go for 16GB, considering the game as recommended req mentions 12GB (weird number if you ask me) and you already wrote that your RAM is at around 90% usage, which means it pretty much reaches its limit, because it is really high usage. And you don't want your PC to work that hard nor even reach 100% on RAM. PC might even prevent itself from going to reach 100% with RAM while gaming, because then it will transfer the work of RAM to other component, hence stutter. When RAM fills up, everything else it can't load moves to page file, which might cause stutter.
However, I strongly advise not going with one 8GB stick of RAM - PC don't like odd numbers of RAM and you might get blue screens and crashes up your butt.
If anything, you should go with 2x8GB, quad is not supported by all sticks and mobos and might backfire on you.

alright I'll have to consider that, idk maybe the game just generally doesn't like my setup then because, I saw a video on Youtube of a guy running the game with a GTX 1050 Ti and i5 4440 with 8gbs of ram, and he had no issues. I was planning on upgrading to LGA 1151 pretty soon anyway so once I do that I'll pick up 16 GB of DDR4. Thanks
