Players untargetable by Paint It Black

I encountered two players who couldn't be targeted with paint it black at all, and at all times and all ranges. I'm wondering if there is a legit way to do that or if they were cheating

Defensive Mode AKA Passive mode means you can't target them with PiB.

pretty sure theres a perk card that does that and if player is in defensive mode

not only does it counter paint-it-black, but it is also quite a strong counter to gunslinger's choice which can greatly boost accuracy... slippery bastard is ridiculous

If you have slow and steady ability active you can't be Targeted by PIB too

They can't use slippery as you state "at all times" cause it drains dead eye pool really fast. They could have been using unlimited dead eye pool hack.
