time of day doesnt really matter but night is more likely. go there, make a save game, drop down some predator bait (predator worked better than potent predator for some reason), run maybe 20 feet away, crouch and wait for the red dot to appear. using cover scent lotion helped me get more spawns too. usually you'll get an auto-save prompt right before it's about to appear. as soon as you see that red dot go into dead eye and plant an express rifle round between its eyes.
I have tried that, but I get Wild Boars instead :((( It's so frustrating because i have been spending tooooooo much time
Are you positive you're in the right area? Try reloading if the wrong animal comes, don't kill it.

Q) Using the bait, does it always spawn a 3* ? I've not used any bait yet.
Well I just rode around the location and it just spawned and attacked me. I was on my horse luckily, so it didn't kill me. But first I killed it with a rifle and it was 1 star, then I reloaded my save and used a poison bow instead (aimed for the head with dead eye) and boom, 3 star panther. No bait used. Go by evening/night. Hope it works.

Just roaming around its place and they will attack you.
I know, couagar is easy tbh, but panther is a pain in the ass
I seem to remember from a previous play-through the same frustration happening, and that once it did spawn, it spawns frequently thereafter.
When I rode back through there last night, sure enough one came after me. I was prepared with Springfield in hand, so it had no chance.
how far is "coming back to that intersection"
It needs to be between approx 10pm - 4am
You may encounter Cougar during the day-time hours, but very rare if ever will encounter any Panther during day-time.
Save your game manually while just outside the general spawn area, so that if 4-5am comes and passes and you have no luck, you can reload your saved game and try again. Sometimes what also can help if they do not spawn is press ESC > Story > Exit. This take you to Main Menu system and closes out the game world cache. Then click Story to reload your most recent saved game, which then it has to reload the game world all over again. Which could increase chances of such spawns.
If you have these kinds of spawn issues in RDO, use the method regarding the STARTUP.META file so you can make private session. Then you will have very high chances to have those more rare animals like Cougar, Panther, Grizzly spawning in. Along with the random enemy events that occur.
