hm what do i do wrong, EAGLE EYE WON´T MARK any players , animals by itself, mouse button 1 , nope, mouse button 2 nope ... Can Someone help with that ?

You have to be aiming for it to mark your targets given you have Paint it Black in your ability cards. Eagle eye is different its more of a search tool. Dead Eye is what marks your target. Aim your gun then hit middle mouse and your screen will turn red and all you have to do then is move your crosshair over your target to mark them and pull the trigger.

Are we talking story mode or online?

Also, Eagle Eye is the vision you have when you just press middle mouse button. It is for hunting, it shows you animals and tracks, plants, etc.

Dead Eye is that slow-mo yellow vision where you can just mark the targets and get perfect headshots. That is also triggered with the middle mouse button, but only when you're aiming with a weapon.

In online mode you need that paint it black card to have dead eye in the first place, but it is the same progression as in story mode.
You can't mark anything with Q at dead eye lvl.1, it marks people automatically when your crosshairs just pass over them.
After an upgrade online, or just getting it in story mode through progression, dead eye gets better.
You can mark targets when you want by pressing Q, the dead eye vision marks vital organs as red areas on your targets, and later on you can even stay scoped in and shoot multiple times while dead eye is active.

In single player you have to do the "burning the midnight oil" missions with John before you unlock manual tagging
