How to solve stuttering/micro stutters
*tested on Vulkan api only*
If your fps is good and the game runs smooth but you're having micro stuttering after some time of gameplay, try this:
Go to the RDR2.exe in the game directory right click > properties > compatibility tab > in Compatibility Mode tick the checkbox and set it to Windows 7.
Also tick the "Disable fullscreen optimizations" checkbox
apply the changes and exit
launch the game
in graphics settings set screen type to Windowed Borderless
VSync: ON
Triple Buffering: OFF
everything else on the settings menu does not affect the stutters/you should know what graphics settings are the best for you
like i said above this isn't for low fps/lag issues but only to fix the stutters

Nvidia control panel: all is on default except
Power management mode which is set to "Prefer maximum performence"
Nvidia driver version: 441.87

my System:
Windows 10 pro 64bit 1909
Ryzen 5 2600
8gb ram 2800mhz clocked
gtx 1060 6gb

Hm you may actually be onto something unless I'm experiencing some kind of placebo effect. Although I had to run it in fullscreen, and with triple buffering ON, otherwise I get even worse stutter than before...

*addendum

It appears that Alt+Tabbing also affects this stutter. If I Alt+Tab and return to the game, what worked fine previously stutters again. Then I switch to borderless, move around a bit in game, then switch to fullscreen again, this seems to fix it.
