I'm on 3GB 1060 MSI. Default settings work fine for me. Average is about 50fps in benchmark. Resolution is lower than native 1920x1200 but I can keep higher details this way.
Had to use -cpuLoadRebalancing in lauch parameters to get rid of stutter.

I have a 1070 and i am using this:

I have stabil 50 fps. You can find the settings at 14 minutes in the video, the avarage settings some seconds later.

Note: My 1070 has 8GB, so i have no idea will it work or not with 3GB. Maybe you can share your experience with your card.

the settings sort of work but at the same time if you want good performance you'd have to put all settings at low for advanced settings but even then the fps is bad

avoid all what have water in it, set that to low, rest of the option can be fairly high, but the water stuff man that eats performance.

For cities turn reflections to low, it helps a lot honestly. I went from 40-50FPS in cities to about 56-65FPS just from medium reflections to low reflections. All the glass/lanterns do a number on your FPS just from reflections it seems.

thing is I get 50-60 frames in saint denis and randomly the fps decides to drop it's not a memory issue or cpu it's just the game itsself it's weird

Honestly, I find it hard to get consistent 60 fps without the graphics looking super ♥♥♥♥♥. Currently using Nvidia's optimal settings and getting 45-60 fps. Don't think I can get much better performance without sacrificing anymore graphical options. Kinda regretting 3gbs btw
