Report a translation problem
In single player, there's a mission you have to complete where Hosea takes you to the stable in Valentine. So, if you're in single player and can't use any stables, it's probably because you haven't done that mission yet. If you have done that mission and can't use any stables, then that's a bug.
Online, the first story mission involves you stealing a horse and taking it to the stable. I don't know what happens if you try to go to a stable before you do that mission. So, if you haven't done the first mission, you should probably just do the first mission. If you have done that mission and can't access any stables, then that's a bug.
Single player my bad and yeah I finished that mission. I'm trying to use the Strawberry stable
If you've already done the mission where Hosea took you to the stables, then AFAIK, you should never be locked out of the stables except maybe on a mission. You should be able to just walk into them. Did you maybe try to enter from the wrong end? For the Strawberry stables, the doors facing the town should be open, whereas on the other side, the doors are closed. If the doors facing the town aren't open, then I expect that that's a bug. And if they're open, but you can't walk in, I'd also expect that to be a bug.
