I had the same problem. Do not go to those men, keep the distance, take the gun (scoped rifle works good) and shoot the one lying on the ground.
Then you should got a cutscene and the mission go on...
Try it.. ;-)
I absolutely love the game but I will say that the stability of the game and the state of the missions has significantly declined since GTA V. I do not remember having many issues with GTA V save some problems with the new shadows and so forth when it first launched. I think GTA V crashed maybe 3 times total in all the time I played through the story and once I disabled the new fangled shadows they had it never crashed. RDR 2 has crashed more times than I care to count with out of virtual memory errors and other errors. The audio can get glitchy and stuttery which I've never heard in any other R* game to date.
R* needs to address this for GTA 6. I think their last minute rush to get done hurt the final product more than helped it. I realize RDR 2 is probably using a far different version of Euphoria than GTA but I hope these glitches don't make it to GTA 6.
The game and story are amazing. But the polish isn't quite there in terms of fit and finish and stability is really poor.
