I'm guessing it's because you can use real money to purchase in-game money, which you can use to gamble in-game. So, it's probably your country's gambling laws preventing kids from gambling in-game using real money.

Bad guess! I haven't played online :)

In this case, I have no idea why it would be locked for you.

Eh, USA gambling laws don't prohibit this in RDR2 else everyone would be affect. Check your map...

I am not familiar with the geopolitics of that area of the world (although I have now googled it). I don't really care to argue the details - I was making a suggestion to try to help the OP.

Not entirely sure since OP is Puerto Rican, which is a US Territory. I'd figure their laws would be similar to US Laws since, well, Puerto Rico is technically apart of the USA (Not a State but still).

Often lost on people who did not do well in geography.

This is an old thread, but I've been currently dealing with this issue with their costumer support. Puerto Rico has the same gambling laws and is even bound by Federal Gambling laws. Puerto Rico might not be a "state", but as stated on the Civil Rights Act (and other federal laws),;
"The term "State" includes a State of the United States, the District of Columbia, Puerto Rico, the Virgin Islands, American Samoa, Guam, Wake Island, the Canal Zone, and Outer Continental Shelf lands defined in the Outer Continental Shelf Lands Act [43 U.S.C. 1331 et seq.]".
That's one example of many, point being, Puerto Rico is considered a state in terms of gambling laws and the such. Unfortunately from my experience, most people from Puerto Rico just shrug it off and don't do anything about it, or are met with "oh, just change your internet provider" when attempting to fix the issue.

Online cash gambling has been banned where I live and I can still play the poker in RDO, so I have no idea what is going on for you, weird.

Wait aren't territories bound by federal law? Seeing how they aren't a state? Geez, now I'm going to have to use google. GG.

Just to clarify, I thought you were US Nationals but not US Citizens? (I was once a Green Card holder so, this was something I had a vested interest in). Might have changed since I was there in 06.
