Personally, what I'd really like to stop is my character from making noise when he's trying to get the horse to speed up or slow down. The reins and his knees are plenty to control the horse. Having him make noise is completely unnecessary, and it scares animals off even if you're just trying to slow your horse down enough that it isn't making enough noise to scare the animals off.
Maybe I'm being told I'm too lazy and I should dismount and creep up on foot, but on open plains that extra height from being in the saddle is a help.
