Physics stopped working properly
I think this might have happened when I put some commands in launch options when I was trying to fix the game crashes, I'm not 100% sure cause there was a few things I did.
But, basically what happened is that, the cloth swinging/swaying for some reason is locked at like 30 fps, making the stutter sway. As far as i noticed, it's only on clothing that's not on characters, so the clothing that's hanging to dry off. And Arthur's shoulder strap on rifles.

And when you carry the sacks to persons wagon, they have a straight position, and a bent position (when over arthurs shoulder)
And what happens is, if you pick the sack up and stand still, it has the natural bent over the shoulder position, but soon as you move, they go straight. And it's only when you move, when you stand still or when the game preforms the animation, the sack is in the right position.
And it's the same if npc's carry the sacks.

These are the commands I put in

-processPriorityClass=ABOVE_NORMAL_PRIORITY_CLASS
-cpuLoadRebalancing
-disableSchedulingContentionReduction
-setSystemProcessorAffinity=0xffffffff
-ignorepipelinecache

They seemed to helped with the crashes being less common and far in between so I'm happy for that, but can it be so that they caused the physics of the game to break?

Uhm, I probably should clarify that, my game fps isn't locked at 30, the game runs as smoothly as a 70-80 fps can run, but the cloth physics are locked at 30 fps.

And I could try that, but how do you take out launch options?

Yea that sack thing really destroys the game for me, every time I see one I have to look away. How in god's name is this not fixed yet, it's a broken animation file or something. Ridiculously easy to fix.

I don't remember really, I guy in another post I've made a while ago about my game crashing every 3 or so hours said I should try these commands, I did and my crashes were fixed!
I'm not sure if it has to do with the commands or not, but once I did put the commands is when "physics" in game broke, might be just a coincidence. I can try to find the post.
