The majority of weapons are unlocked through the story. Just play the game and they'll literally hand them to you.

Yes it comes down to balance. And you can either unlock them through story missions or by increasing your honor by helping people out. The story way is quicker but if you want to stay in a certain city and upgrade your guns before moving on, you need to gain honor. It all depends on how important your gear is. But we all know that this game is fairly easy and it's mainly played for it's story and role play ability.

you can explore and look for hidden cache and get that locked guns for free

seriously tho. you can unlock most of the vanilla guns for free without having to progress. you just have to find to correct homestead to rob or hidden cache

Invest in bullet upgrades. You can one-shot enemies with split points, which only require time and a crafting station. High velocity and hollow points are available early for cheap. Once I switched ammo I lost the itch to upgrade.
