If you are using TAA set the sharpening slider all the way up. Also if you are using an nVidia card try turning Image sharpening on in the nVidia control panel. I'm sure AMD has it's own sharpening option too if you have one of their cards.
I tried that already @Meadwolf :/

Even if I do that, it still does it, it's very frustrating.

anything below 4k with TAA looks blurry.
important settings are
Geometry LOD slider maxed (this not only effects the draw distance of objects, but also resolution of world textures in a radius around the player)
Texture Quality = Ultra
TAA = medium
TAA Sharpening slider maxed
Nvidia sharpening filter from CP or if using Vulkan thru Geforce Experience
My preferred setting is 50% sharpen and 20% ingnore film grain.
Alternative to nvidia sharpening you can increase the in game TAA sharpen amount.
you can force higher than max value in settings.xml located in your documents.
look for "sharpenIntensity value="1.000000" and change to 3.000000 to start, then decrease/increase untill satisfied with the sharpening effect.
make the file read only, also if you go into graphics settings at all this value will revert to default "1" untill the game is restarted.

Now when I try to apply the new settings, the game crashes xD But I tried almost everything, except changing the intensity of the sharp, still the same :/

try deleting all the shader files from the RDR2 folder in documents

What are they, the SGA files ?

Well my suggestion is to use a shader I use not to delete shader files. So I too had textures that were a bit blurry on all Ultra so I tried Photo-Realism Reshade and it made most everything sharper.

https://www.nexusmods.com/reddeadredemption2/mods/31

The only other thing that helps me strictly from a visual standpoint is 4x Msaa makes it sharper. Not 2x Msaa, it's not good enough, at least for me. It won't be playable but at least if a pc could run it then it would make the textures sharp. I have an high end Nvidia card and pc so I'm getting 25 fps average with 4x Msaa and the rest on Ultra and almost everything is nice and sharp. But again it's too choppy overall.

Edit - Oh meant to add the Reshade above has a more green effect which I like a lot for grass. But it may not be the tint for you and other players, just so you know.

I think it may be GPU related. I have 2977/2977 mb settings for my gtx 1060 3, and I must say, most of textures are beautiful and not blurry. But some skirts, some books and cards or catalogue are extremely blurry and pixelated. Pixelated and blurry. Most of things are not, but cards, maps, letters and books are. Plus online catalogue.

I suspect it is a GPU related issue or driver related. I had the same problem with ultra settings in Dishonored 2. Sadly, some posters in D2 will be pixelated and blurry. Driver change or GPU change should fix the issue.
