1FPS BUG UPON USING THE SETTINGS MENU
I don't know what this is. I tried to find it online and I couldn't find anything on it, so I am asking for help. Earlier I had changed the API from Vulkan to Direct X 12 hoping that OBS was capable of capturing a Game Capture Window instead of a black screen because apparently OBS is incompatible with Vulkan. But it didn't work. OBS was still capturing a black screen so I proceeded to use Display Capture to stream gameplay like I had been doing for the past few weeks. Other than the fact this change had no effect on OBS, the game was performing poorly with Direct X 12, so I reversed the API change back to Vulkan and restarted the game after the settings change went through. And that's when my issues started.

I have a Steam FPS counter on my screen. The game was literally launching at 1FPS. So I tried for about two hours to reverse this setting via the in-game menu to no avail because even the menus were at 1FPS which means it literally took 2min to show my cursor dropping down the menus. It made it impossible to use it. So after hours of this, I asked a friend to send me a notepad copy of his system.xml so I could copy-paste on mine and fix it that way out of the game. It worked, but it didn't.

Remember when I said I have to use Display Capture to stream this game because of the API incompatibility it has with OBS Studio? Display capture only captures windows. If you go fullscreen independent of a window mode, it basically captures a black screen, so it has to be window mode 1920x1080 for the game to be captured on screen in a size that is suitable for a stream when using OBS Display Capture to stream this game. And here was the problem. After I manually change the settings on the system.xml file the game started launching 60FPS again the problem was the window automatically went from 1920x1080 to 800x600 as soon as the rockstar intro with the guns and the logo was over, which meant that I had to in-game manually change the window size from 800x600 to 1920x1080 back again.

And that's where the problem is. As soon as I change the graphics settings in-game and press ok to make the changes permanent, the FPS reverts from normal to 1FPS and it stays 1FPS. What triggers this bug is USING THE SETTINGS IN-GAME. And you can't use the menu after it's 1FPS because even though you are scrolling down it's going so slow it looks like it's frozen. The menu is 1FPS. So I copied my friends system.xml files onto my files again and the game once more launched at a normal frame rate, then the Rockstar intro ended, the window reverted on its own from 1920x1080, I used the settings, clicked ok, the framerate dropped to 1FPS and stayed at 1FPS and this repeated itself ad nauseam.

Is this a common bug? How the hell do I fix this? I'm so frustrated

I'm having the same issue. Game keeps reverting to 48 frame rate cap. I try to change it to 60, menu goes to 1fps and won't save at 60. This happens not only during a pause while in game, but going into settings directly after a fresh boot of the game. You can temporarily "fix" the 1fps issue by alt tabbing and tabbing back.

Having lots of fun in the menus in this title. Great game so far. :winter2019angrysnowman:

Someone on reddit told me that V-Sync causes this and needs to be turned off. I haven't been able to verify this yet because I deleted the game, but if you want to, be my guest.

currently experiencing this issue. Anyone got a fix?
DO NOT USE DX12. IT CAUSED THE 1FPS PROBLEM. USE VUKLAN
