Is there a honor cap at early stage?

I'm still in chapter 2 atm, and I notice how I cant progress my honor any further than what I would assume honor level 6? Since I only got 25% store discount. And going down the honor level in question, still has the 25% discount.

What makes me wonder if there's a cap, is because no matter how many "good" things I do, soon as I do anything bad, something as minor as beating someone (which according to wiki is minor honor loss) I instantly get downgraded to honor level 5, It doesn't take much effort to get back up the level, but it doesn't seem to progress at all, no matter how much things I do. I had 3 random encounters, where I helped people and got +honor, already on top of being level 6, constantly greeting every stranger etc, then I had to kill a goat, but the rancher on whose property I was got hostile so I beat him up.

Despite all the +honor I gained while I was at level 6, that one -honor downgraded my level...
So.. is it a cap? Or do you simply get like no honor from being nice for hours, then lose like 1 level from 1 simple mishap?

yes it caps at 80% until you reach chapter 5 or 6 i believe.
