tommy fight broken?

hello guys fighting tommy in valintine and the entire fight seems broken. no one in the bar fights back at all and reried a few times, finally get to the tommy boss fight and he just stands there and takes the beating not fighting back at all and seems to have infinite health.

If anyone has encountered this problem and has a fix can you let me know or send a link be great.

I even tried looking for a 1 hit trainer/cheat to get past and still doesn't work.

in my game it's broken in another way. I simply can't break free when Tommy starts choking, like absolutely no way to break free using the F button
