It's likely you either haven't done the missions exclusive to the honor level you aren't, or that you haven't done the moonshiner stuff, as I think those count towards story progress.

How do I unlock the moonshiner mission?

You have to either get the trader role up to rank 5(iirc)
Or to do a trader delivery.

You'll usually do a delivery while working on the trader role, but it's possible to join another player on their delivery I believe.


The trader role requires 15 gold to unlock (recently was discounted to 10, not sure when that ends)
The moonshiner role requires 25 gold and the aformentioned requirements.

You have to gold the 9 missions to get 100 percent.
