Edit: Nevermind, still stutters. So odd how in the same location sometimes it stutters and sometimes it doesn't. I've lost patience with this game. Too inconsistent to enjoy. Last R* purchase for me - since I don't own a console, and not dealing with this level of quality ever again.
I do this with my PC, but capped at 30 FPS with in-game v-sync on half. Do you have v-sync on for yours too? Or do you use Windows DWM v-sync from being in borderless windowed?
I also play at 30fps on my tv..
Before I launch the game, I switch my tv's refresh rate to 30hz. And I have regular vsync enabled both in-game and through the nvidia control panel.
I'm not really sure if half refresh rate vsync works in borderless windowed mode. It might not sync well with windows, so this could cause some microstutter..
When you combine RDR2 with RTSS there shouldn't be any stuttering left, if there still is, it's probably a vsync issue..
I personally try to avoid using half refresh rate vsync.. In some games I just couldn't get it to work, I'm looking at you Dark Souls 3 & Dying Light..
I've even gone so far as to delete both 50hz & 60hz as supported refresh rates on my tv, so my pc thinks my tv can only go as high as 30hz. Which results in every game automically displaying at that refresh rate in fullscreen mode.
100% works chaps! I spent days scratching that un scratchable itch, to anyone having stuttering issues when you know you have optimised all other settings this is the solution.
Only difference is I'm running fullscreen!
Vsync in this game is a frickin mess. That said Rockstar have done an amazing job on this game.

YESSSS!!!! finally, this fixed it for me too! I had the same exact problem:
I set a medium/high-ish graphics option setup in-game where I'd get a SOLID 60fps -- but I would still get terrible micro stuttering a lot of the time. The stutter would even happen on LOWEST POSSIBLE GRAPHICS SETTINGS!

I tried V-sync on/off, borderless, forcing v-sync for rdr2.exe in Nvidia control panel, tweaking all the other settings in every category of options in-game, mobo bios update, virus scan, basically everything short of buying a full new PC and fresh windows 10 install.
The thing was -- plenty of other recent AAA game titles run just fine on my system so this issue was even more annoying.
Finally I found this thread, did the RivaTuner framerate limiter+borderless window, and voila! RDR2 runs perfectly smooth now! Thanks!! xoxo
There's also a way to get rid of the stuttering in fullscreen mode, which can be useful if you're playing the game with nvidia's DSR, like I am.
1.) Enable vsync on rdr2.exe through the nvidia control panel.
2.) Make sure the in-game vsync option is turned off.
3.) Go to the 'system.xml' file in RDR2's 'Settings' folder and set that file to read-only.
4.) You might as well delete every OTHER file in the 'Settings' folder while you're there. This helps to prevent the game from crashing.
5.) Every time you start up the game and load into the main menu, you have to re-enable the in-game vsync option.
If you load into the story or online mode after following these steps, the stuttering should be completely gone, this works every time for me. Now I can counteract the game's TAA blurring by using nvidia's DSR.
ah cool, I'll have to try that :) .. though I'm not sure if DSR would be worth it in my case given my current mid-ish range system specs. The performance hit I would take might counteract the benefit of DSR vs TAA... what do you think? I suppose I could just try it and see :)
why only this game though?
First things first. The more information you post on what you are using to run RDR2 the more help you will get. Your resolution? system memory? Are you running an AVP? how many programs are you running in the background? All these things can lead to stutter especially if you have low system memory and running programs in the background or an AVP.
