Click on "Hardware and Sound"
Select the Windows volume settings.
Select Playback Devices.
There You will find Steelseries Arctis Chat and Game as 2 different sound sources.
Right click on "Game" and set it to Default Device.
Right click on "Chat" and set it to Default Communications Device.
Launch the game and check"
I have already done this, still no sound. This worked for Steelseries Arctis 7, not the pro.
I also have everything audio disable except my Arctis wireless pro.
2)Select volume mixer from the options
3)In the pop up window make sure RDR2's volume is set to 100
Its the games volume you need to raise manually, not your devices.
only way till they patch it.
I ran windows sound troubleshooting and it suggested me to disable the enhancements. it worked
Now I have game profile as default on windows level (volume button), game profile on games itself, and chat only for chat applications.
Try it out for both profiles, let me know results.

what vatoka said worked for me. except when i went to control panel>sound>actis 7 (game) headset. I switched to that instead of the "chat" option and it worked.
On the box press the knob Main Menu > Audio > Chatmix
From here make sure the slider is in the middle.
