Ram Problem
I have a GTX 980 with 16 GB ram , i usually only have one game open , nothing else. In the settings i am told the maximum ram for Red Dead 2 is 4GB , is there any way to increase the amount of ram usage? i can run it on medium with 4GB Ram but it stutters

CPU is part of the equation. Have you monitored your cpu usage? I am guess its near full load when you playing?

My Cpu can handle it , max 50% usage , i just want to play at high or ultra graphics , i am sure my pc could handle it , if it would allow me to allocate more ram

Okay. Keep Textures at ultra or high. Game code is efficient in terms of high textures not taxing your system like other games.

Water physics drop down all the way to left to zero. That setting is broke to begin with.
Also focus on Shadow, volumetric and clouds, drop them down to medium or low and it'll free up your gpu ram but the game will still look good since you got your texture settings near maxed.

I think the game is telling you the maximum amount of VRAM available as the 980 only has 4GB of VRAM. RAM =/= VRAM.

You really want to keep your VRAM usage below your max VRAM capacity.
