How to change the game resolution?
My game resolution is locked on 1920x1080 and I can't change it in the in-game settings while using Vulkan.

It is genuinely the only game I ever played where I'm forced to play on a fixed resolution.

I have tried windowed, full-screen and the other one which I forgot the name. On none of them I'am able to change the resolution.

Go into the game settings -> graphics. There, the third line is "Resolution." You should be able to change it there. I can change it to over 20 different resolutions. In my case, the game got the resolution wrong for some reason (it didn't even pick the right aspect ratio), and I had to change that setting when I first started playing.

If your problem is that that setting is greyed out so that you can't change it, then that sounds like a bug, and I'd complain here: https://support.rockstargames.com/categories
go to advanced options and activate de directx12 options, restart the game and then you'll be able to change the resolution. (note: after doing that i changed everything to low, my rdr2 started crashing after less than 10 seconds when started. After many hours trying to solve this, reading, and etc, i discovered that if i just change the resolution its ok, it will run ok. If i try to change the texture, it worked too, but if i change other options it will start to crash again. So i'm playing with the original config. Its running ok). To set everything to oringinal without entering the game go to documents>red dead redemption 2> settings >erase the files. it will run 1080p and you just change the config as i said.

my game looks really good in windowed but when i put it in fullscreen it looks awful

That's due to the resolution. If your game resolution is lower than your monitor's resolution, then the pixels get stretched in full screen mode. For best picture quality, you have to use the highest resolution it lets you for full screen.

Alternatively, you can also change the resolution in the settings.xml file present in the Red Dead Redemption 2 folder inside the Rockstar Games folder in Documents. Open the settings.xml file with either notepad or notepad ++ (if you have the latter), scroll to the bottom, and look for the lines <screenWidth value= > and <screenHeight value= >. Change the values that appear after the '=' sign of each line with your desired values. Afterwards, right click the file, go to Properties and tick the 'Read-only' box. This will prevent the game from resetting the resolution, but you won't be able to edit the settings unless you remove the Read-only property by unticking the box in Properties.
thank u this helped but my textures and many other things are on high or ultra but my game is still looking bad online, any advice?

If you have powerful computer specs, consider increasing the Resolution Scale values in settings. The higher the Resolution Scale, the sharper the image quality of the game, but this is at the cost of performance. I think setting it to 1.5x is good. The maximum Resolution Scale is 2.0x.

After several months this bug didn't affect me anymore, seems that they have corrected it. I'm surprised it's still happening.
