Report a translation problem
I have tried windowed, full-screen and the other one which I forgot the name. On none of them I'am able to change the resolution.
If your problem is that that setting is greyed out so that you can't change it, then that sounds like a bug, and I'd complain here: https://support.rockstargames.com/categories
That's due to the resolution. If your game resolution is lower than your monitor's resolution, then the pixels get stretched in full screen mode. For best picture quality, you have to use the highest resolution it lets you for full screen.
If you have powerful computer specs, consider increasing the Resolution Scale values in settings. The higher the Resolution Scale, the sharper the image quality of the game, but this is at the cost of performance. I think setting it to 1.5x is good. The maximum Resolution Scale is 2.0x.
