The game devs don’t want you becoming an outlaw in the towns
For example, if you want to become an outlaw and take over a town, the game really won’t let you. When you try, the game begins to spawn a swarm of ‘lawmen’ from everywhere (behind you, on the side of you, in front you, on rooftops.. basically, everywhere).

In fact, far too many are spawned in such small towns that might have two law enforcement folks (a sheriff and a deputy). These guys are like the S.W.A.T. members in GTA. It’s ridiculous by even video game standards, let alone the “Wild West” era in which this is set.

Oh, and not to forget one other point. Inevitably, the swarm of lawmen will kill your character. For each character death, the game respawns your character progressively farther and farther away from town. It first starts by moving you a couple houses away, then it puts you on the outskirts, then it puts you in the forest, then it puts you further away in the forest. The game intentionally makes it difficult to get back to the town to try again. The game does everything short of telling you to stop doing that.

The point is, they want you to follow the quests they dole out to you. This means that Red Dead Redemption 2 is a rail based game… and I sincerely detest rail based games. Don’t force me to go down your stupid quest paths. Let me play this game in the way I choose. Taking away that choice is insanely stupid. What were the devs actually thinking?

In GTA, if you start mowing down citizens in Los Santos, the cops come and eventually the S.W.A.T. shows up. It makes sense for the time in which that game is set. In the Wild West, it makes no sense at all to maintain this cops-coming-after-you-from-every-direction mentality; a sincere mistake for Red Dead 2.

Story, i always stay as far away from online as possible, the only game i play online is CSGO and that's competitive.

Sounds like op wants to mass murder towns and use it as a base but is disappointed that the game engine won't allow him to do so.

Can you blame him? Thankfully sooner or later somebody will mod that aspect to be more realistic. A little bit of sandbox in what already has heavy simulation elements couldn't hurt.

partially agree,I dont see a reason why would I want to wipe out whole town but whatever

IMO honor system and flawed bounty system should never been in rdr2 in the first place,it punish you for being outlaw and actually ruins fun

those cops are spawning from anywhere as well in GTA V. Try to create terror in Sandy Shores.

This is not a sandbox game. That's your mistake.

You have a point in the developers being aware of it and that's why I think they chose to put cheats available.

You can't rob banks and trains online which is the most requested feature since rdo launch. I think its pretty apparent they don't want anyone being a outlaw in a wild west game which is pretty moronic.

GTA V didn't have heists right off the bat, give it a while, maybe they'll add em

Kind of a weird thing to complain about since literally none of Rockstar's games have ever had this kind of feature. It's not Bethesda.

Are you saying Bethesda games have this feature? Because you'd be wrong there.

You still can't take over cities and set up shops in them and have an outlaw city.

You can take over settlements in Fallout 4 and design it like you want, with settlers and ect ...
It is more interesting if you have the Nuka World DLC, which allows you to create a raider-like settlements with cages and ect ...

You are confusing open world games with sandbox games. You have freedom, but it is limited to that point of what the developers have been added to the game. In GTA V, I wanted to become a mob by "acquiring" some stores but I am not able to do that. Did you see me complaining that the developers did not include it in that open world game?
