i did already validate game files no problem there .. i am running on a gtx 1060 6gb mobile and i7 8750h 6 cores .... mixed graphics settings ( medium and high ) getting around 40-50 fps on avg no lags or stutters or anything like that ..

Which drivers are you using for your 1060? also could be related since you have a 6 core cpu,

I am running on latest driver .... and the link you provided is to fix a bug about stuttering as i said i dont have any stutters
Do you use any type of framelimiting? some games need to have a limit or the physics can go akward (skyrim for example), that's all i can think of atm....
not true seen people with laptops that has gtx 1050 which like 40% slower running the game bug free and seen people running with a 970m which is like a potato gpu now .... gtx 1060 mobile is like 15-20% slower than a normal desktop one and i7-8750h got a pretty close preformance to a
desktop i7-8700 so what you are saying cant be the cause
well actually it can, laptops dont just use different hardware, but they are built differently, depending on the brand you could be suffering from overheating or something like that.
The performance specs Laptop Manufacturers release are for often for a Test Unit that is nothing more than a Motherboard running on a Testbench - under "ideal ambient conditions". So, while the CPU performance listed from manufacturers may say one number - actual performance inside a sealed latop varies greatly from vendor to vendor.
But i agree - you should be able to run the game on a 1060. I have a PC (Tower) with a 1070Ti, and i run on Ultra Textures and get ~52 FPS average. Game looks great. I would expect you could manage Med-High.
But be careful - the game is VERY finicky when it comes to some of the advanced settings - i had several crashes while following some of the "tuning" recommendations on-line - and in the end "GeForce Experience FTW" (ignore the haters - it works)
I Have Noticed many little bugs starting to show up when interacting with things - like picking up the Hay Bales or Sacks in the Camp - the animation is wonky or simply freezes, and then Arthur is holding the Sack.
I have also noticed my Weapon Loadout has been vanishing or not setting properly (which is different from the damn stupid "changing" becuz the devs decided i should have a different loadout for a certain quest mission).
I did have the Screen Flashes and Stuttering, but Verifying Game Files fixed that (it was the Rockstar Account Login Software that was the problem).
I do know that *unable to interact" in Camp is often due to someone wanting to talk with Arthur - but Freezing sounds different. Also, there is a camp time shift once in Chapter 2 after finishing a certain mission - the time of day is shifted to the night for a party. But again, not a freeze - you just stare at the sky as if sleeping.
