Cougars bugged?

I need one perfect pelt for a satchel, 2 for that stupid chest in the camp and probably another dozen pelts for the trapper to get special clothing. Now in my 110 hours, I saw two cougars, both spawned low quality... Is their spawning bugged? I googled their spawn-spots and have been there multiple times during daytime, nighttime and used bait, but nothing. How long am I supposed to hunt those, if that rarity is normal?

Some are just like that. I been trying to hunt the Legendary Elk for days. I spotted him once was making my way towards it for a shot and some npc and his stage coach rode past and startled it. Now I can't locate him again, LOL!!!

Get the potent predator bait, go up by the trapper in the northwest of the map. He's directly west and a little south of the B in "Big Valley". When you're by his stall, look down the hill. There's a nice wide open lane with no trees. Put the bait at the bottom of the slope by the rocks, go halfway back up the hill and wait.

Sometimes it will attract bears and boars, you just have to be patient. Shoot it in the head with a rifle. If you use the wrong gun it ruins the pelt.

Oh, I forgot about the potent bait. I'm gonna try that and I also found another spot, where I have got 2 perfect ones now. It's right at the weird laboratory-building near the north-east border on the map. There was at least one each time I have been there so far.

Thanks for the tip. Those pelts are on my "todo" list and could not find those cougars directly.

I followed the exact instructions to this video and as able to get the pelt without any problems in no time

Cougars are usually women in their 40's hunting for men in their early 20's.
