A remaster will never happen, not even the newer consoles got a remaster. If we ever get a new RDR1 it will be a total remake.
Have Rockstar ever make a remake/remaster games?
There are however a few signs they might be working on a remake. First is the inclusion of New Austin in RDR2, which would have taken thousands of man hours to make. And it does not really serve the story of RDR2 any purpose, not when you take the cost of production into account.
With the new consoles coming next year, to have a "Red Dead Redemption : The Complete Story" Game to showcase, can be a really smart move by Rockstar. To have the entire story in one game, using the entire map. It would without doubt sell tens of millions of copies, and then Mexico would also be added to online.
If RDR1 is remade, it will not only use Mexico and New Austin, it will also use a lot of the RDR2 map and the RDR2 mechanics. Imagine the entire story within one game, holy damn that would be great.
