I rode back to Watson's Cabin and when i returned to Lake Isabella, the horse was there again on the same spot.
It's basically crossing the border between two areas, in this case : from West Grizzlies to Big Valley
I tried the camping trick too, didn't work

Do you get the option to recover a horse at a stable? I could have sworn there was one but it might just be for a Level 1 or more bonded horse.
I always ride the new horse to start the bonding and by the time I get where I am headed it is at least level 1 (Not sure if Captain Hindsight helps but.)
If you have troubles getting the same wild horse to respawn, especially the White Arabian since it's only in a specific area but can be grabbed up at pretty anytime during the game, try sleeping for 24-48 hours after losing the horse (if that happens to you), the fast travel to Colter. Once there go to Lake Isabella, setup your popup wilderness camp. Choose the sleep option, choose the setup tent option, then choose the craft option. Once at the fire to craft, press ESC, then leave and break-down the camp. Now save the game. Now the horse should spawn withe ease.
Use Eagle-Eye as much as you can in order to find it.
No joy again. Spent a whole morning (IRL) away from the area, then returned, then killed a dozen wolves, camped, slept, crafted. Did it 2 or 3 times sleeping at least 24 hours. Lost my good horse on the way back...starting to doubt that this horse respawns.
I would try riding a different horse though as it might not spawn if you are already riding a white Arabian... just my 2 cents. There are 2 other Arabian you can find in the game and take ownership of as well.
If you are very early in Chapter 2, maybe progress a little then go try to snag another white Arabian later on. As you will have a couple reasons here and there to go back up to that snowy area again later.
There are a few things that are needed to make sure it spawns. If you follow some guidelines, it shows up pretty much every time. Unfortunately there were quite a few variables, and the primary issue is whether a few wolves spawn in the same area as the horse.
If you ride in from the north going south around the west side of the lake, it rarely spawns, but the wolves almost always do. I found it better to camp on the east side overnight, then ride south along the east side of the lake to the peak, turn west and back north again down to the lake.
You should dismount and crouch-walk the final distance to the spawn point. Doing so appears to reduce the wolf spawn which will keep the horse from getting spooked before you even see it. The you can approach it while calming it.
This was super frustrating, but mostly self inflicted. I was focused on coming from the north, along the west side because I had seen it in what I thought was a different spawn location the first time. It is clear to me now that the wolf spawn had spooked it earlier and I was just lucky that it didn't run up into the mountains.
