if it's only boars that show up, I guess you are just using normal predator bait instead of potent predator bait, right?
the location I marked on the pic is where I found one after setting up a camp and sleeping.
1) how do you tell the difference between regular and potent bait when you check your satchel?
2) If you place bait and leave to return later, how do you know the bait hasn't been taken in the meantime? I've placed PB and immediately after I lay it down, I can't see it.

Just follow that video and you should be fine.
If you have some balls, I'd just get deep into the woods with my horse and keep using Dead Eye constantly to find him. Potent predator bait is kinda buggy tbh. But it's really easy to make it if you need it; I think you just need berries and gritty fish meat (you can obtain it from bluegills, channel catfish, bullhead catfish and lognose gar). If you go to the panther location, you have a lake next to it and if you didn't get the fishing pole yet, just shoot the fishes on the water and grab some.

Online I was attacked by a panther in that area west of Blackwater, with the little waterways and bridges, but that was the only panther I've ever seen online.
I'm wondering if animals corpses are good at attracting predators..I know they often attract crows.
