The game community on PC is the same, regardless where you buy it.
All versions require the Rockstar Games Launcher.
About the pricing:
Yes, it's pretty expensive for mostly only cosmetic content (Special, Ultimate) or shortcut stuff (Ultimate).
The only exception are two single player missions in the Special edition.

You will eventually get better horses and plenty of other cosmetics and clothes to wear.
It's unknown what other benefits there will be for owners of the Ultimate edition, nor for how long that will be.

IMO, only the bankrobber mission and gang hideout for single player are real content you would "miss".
Everything else is just cosmetics, clothes or paid shortcuts.
