I had the normal fence decide he didn't want to talk to me at all because I think I bumped into someone with my horse in the ranch.
I quit the game for the night because I was going to anyway after I did the fence stuff but when I next turned the game on he was fine with me.

You don't need to unlock fences in online mode. Look for them on the map.
But there are no horse or cart fences in online mode. Only fences that take items.
