But the Social Club API and R* Launcher you must update yourself prior to launching the game. Launch it from Steam if owned on Steam. But before doing so, first launch the R* Launcher and login and set to auto and remember me. Once this is done, change the Launch options so you... Disable OS Startup option, Enable Suspend in background. Now exit the launcher fully, wait approx 1 minute, now launch your R* game you own on Steam, from Steam. This will trigger it to then launch the R* Launcher and then the Game.
Easy for some, not everyone.
In some areas in USA it's easy to switch from say Verizon to Comcast or vice versa.
My home counts as both a residence and a business, so I have 2 Comcast lines running to the same house. So that I never have to share my line with the other people in the home and it helps serves as a backup since one Comcast line is a residential line and the other is a business line.

However, yes if it came from GMG, it's usually not going to be a Steam key if its for a R* game. The cheaper keys found online elsewhere for R* games usually dictates that it will be a R* SC/Launcher based key. Thus your game is not through Steam in any way.
However, the "not activated" error msg is generic. It applies to everyone, no matter what that R* game is through. The reason for this msg is a problem with the launcher, your internet connection, or you've had the game in off-line mode too long.
In the past and quite awhile ago now I had issues downloading from Steam. It wasn't Steam's fault as such, but the fact that it used and probably still uses different Ports. My ISP at the time was a pain and it took me awhile to find out that it was blocking/throttling ports that were not commonly used. It was assuming that applications using non standard ports were likely P2P apps. Steam may still have this in their data base and I wrote about it on here around 2006. I'm not suggesting this is likely to be happening here but it's something worth considering if all the obvious things look okay.
Many routers from ISPs come with the Firewall already on to some degree, which can be the problem as far as port blocking, not the ISP itself.
Always turn off Router Firewall if you are a Gamer, its that simple.
Steam also has a list of download servers in the client settings, use one that works better for you, closest one will not always be the best.
1. Delete all subfolders of <Username>/Documents/RockStar Games/Red Dead Redemption 2/Profiles/. NOTE: THIS WILL PROBABLY DELETE ALL YOUR SAVEGAMES!
2. Add a Firewall exception for the Rockstar Games Launcher.
3. Start RDR2 again and DISABLE cloud savegames.
No need to do it that way to where it deletes your saved game files.
Just delete the files that need deleting to get around this issue.

Launch Steam by right clicking it and click on Run As Admin.
Launch RDR2 and then when prompted about Cloud Save Sync; click Disable
If you use ANY Cloud Backup Apps such as OneDrive; make sure it is not syncing ANY folders in Documents associated with your Games.

There is no such thing as a single solution to this problem.
Many have had this problem simply because the Date and/or Time on their PC is incorrect within the OS. The same common reason why people have issues with Windows Updates working properly.
