rockstar does not release updates for singleplayer, it's all about lootbox.
Lootbox? There are no loot boxes in this game. The only way to spend real world money on the game beyond the initial purchase is to buy gold bars for online. You can then buy most anything in the game with the gold bars, but you always get what you selected. It's never random. So, sure, Rockstar is very much motivated to make decisions about game additions which favor them making more money, but fortunately, loot boxes are not currently part of it.
Yes i know i was joking, there is no lootbox but there is an ingame store with real money.
And they added weapon locker to online, but they didn't add to singleplayer. Why?
Because they do not care for SP, that is the AAA gaming industry today, sadly.
I expect that they think that the single player stuff is done aside from bug fixing. You normally play through it once, and then you're done. Some quality of life changes would be nice, but they've developed it and moved on. That's normal. If the game had no online mode, it's unlikely that very many people would be calling for improvements to it other than bug fixing.
The online portion only gets updates like it does, because people continue to play it, and it's a source of additional revenue. And people expect new content with online stuff like this, or they quit playing. The expectations for single player vs multiplayer are just different.
Rockstar could learn a thing or two with CDProjektRed.
When they made The Withcher 3, did they say 1 month after release "ok, all we will do now is bugfixes since everyone have finished the story, who plays SP games anyway"?

They updated the game until it was ♥♥♥♥♥♥♥ perfect.
They remade the entire user interface because people complained about it. They released 16 DLCs and two expansions, and only stopped with the Goty Definitive edition we have today.

I suspect that they set up online with the idea that you can sell very little in order to ensure that you couldn't really convert between gold bars and cash - that and if you can't sell things that you bought, you can't just convert what you bought into something else, which encourages you to play more and/or buy gold bars in order to get whatever it is that you want.
Either way, while I can understand it being annoying that you can't sell a weapon, and arguably, Rockstar should allow it, I don't understand why it would be crucial. Worst case, you're carrying an extra gun around and can't get your cash or gold back, but you can fix the first problem by getting the weapons locker, and while not being able to get your money back does force you to play more or spend more real money in order to get something else, it doesn't actually block you from doing anything, and while guns aren't cheap, they're not all that expensive either in comparison to other stuff that you can buy in RDO. So, it's annoying, and it would be nice if the game were changed so that you could sell guns (as well as other stuff that you cant' sell right now), but I don't see any reason why such functionality would be crucial.
