Don't remember seeing a "balls" button on my xbox controller I use for PC...
If it's out of whistling range, you can maybe get it to spawn next to you by exiting the game and going back in.
If you're online, you should always be able to whistle for a horse, though occasionally, the game will tell you that your horse can't find you, and you have to move to flatter ground or closer to a road or something to get it to work. I don't know quite what triggers the horse not being able to find you. If it's too injured to come, then the game sends you a scrawny nag as a temporary replacement.
Unfortunately, for single player, the game really does care about whether the horse is "in range," and at that point, you either steal a horse or walk - though of course, if you're near a stable, then you can go there and fetch one of your horses. If your horse is close but just too far to hear your whistle, then you can obviously move closer to the horse until they can hear you, but if it's nowhere near you, then you're out of luck. Fortunately, the game _does_ tend to just hand you your horse after missions where you were forced to do something like drive a cart to the middle of nowhere. So, you usually have to work at it a bit to not be able to call your horse, but if you do get into that situation, it does suck. I have no clue why they were nicer about it in multiplayer than they were in single player.
