Free Bounty Hunter licence not working

So I got the the bounty hunter licence for free off of twitch prime. I go to do some bounty mission and for some reason it only gives me gold and not xp or money. So I'm stuck in this limbo where I have the bounty hunter half unlocked where I can do bounties but I can't progress in the role at all.
p.s. I'm still rank 0 if that changes anything

all types of bugs, i guest they need to fix some more, but i was in the city and there was a bunch of invisible horses, after i updated everything possible and deleted settings ,etc it got fix up, but u got it for free, lol i payed for it 0o

Oh I guess that's why im not gaining XP either lol. I figured gold was just the reward for it but didn't even think about not having XP as well.

I finally got my license after over a week. I had contacted Rockstar but they just gave me 15 gold bars and said 'go buy it' but why would I just buy it when they just released the moonshiner profession? So saved the bars and then eventually my license came in anyway. Just took a while.
