My second computer plays this on a gtx 1060 and runs good,

Unless you are playing F2P or olg gen games, i call this ♥♥♥♥♥♥♥♥. With 8 gigs of ram and 3,5 Vram at 1440p, all modern AAA-titles will stutter on your system and you wont achieve "80fps+".
And no, you want be able to play RDR2 smooth, let alone at 1440p.
Yes game is poorly optimized indeed, you can see plenty posts about this here and on Youtube,
I can advice wait for more patches but ı doubt they ever gonna fix it, since they claim "most of the performance issues are now resolved" which is a lie, you can see this statement on their website patch notes or on google.
funny fact is my main computer does not have any performance related issues with this game and its have a AMD ryzen processor which mostly Intel is recommended for gaming and Ryzen for content creation but yet here I'm can play this game in story mode without problems and CANT play online due to disconnections.
I believe this is a messy launch on Steam
Ryzen isn`t meant for content creation. It is as much of a gaming cpu as their Intel equivalents. It`s just that Ryzens offer more cores/threads/better IPC at the same price which makes them the better allrounder.
Intel only wins in gaming because of better cache/memory latency due to the monolithic design.
This game is a bad port, there is nothing wrong with your system,
It's sad because I've been waiting for a long time to get out of this game, I'm a big fan of Rockstar and I have all his games. I have seen many videos on YouTube and people with PC better than mine do not make it work at 60 FPS, too bad because this game is very good.

Dont know about the others. Try assassins creed, wildlands, the division 2 and you sure wont achieve high framerates at 1440p. Why do i say this? Because i myself have a gtx970.

Trust me I don't need to lie to you, maybe it works better because my GTX 970 is an SSC version
And you saying you have all the settings on low...
You may see improvements by turning some of those settings up higher.
As, typically those settings are rated based on how taxxing they are for the gpu.
And the lower settings can make it easier on the gpu, but harder on the cpu.
I have something around 40 fps and almost all settings ultra or high. Lowering settings to medium-high gives me stable 60's. My res is 2560x1080. API is VULKAN not dx12
