New to game - how to access shotgun on horse?

I am just starting game and I am at a point where I am told to get shotgun from horse but I am unable to find any way to access the horse to get a something. I see no directions for PC anywhere.

When you are next to (or on) your horse, you need to hold the key to open up the weapon wheel (by default, that should be tab). You then need to select the shotgun from either the shoulder or back slots (the left one or the bottom one). You'll need to move your mouse over the slot and cycle through the list weapons with whatever keys it tells you to press to cycle through the weapons (I _think_ that the default for those is Q and E, but I'm not sure; I remapped a lot of the keys, so in most cases, I don't use the defaults).

The currently selected weapons in the weapon wheel are the weapons that you currently have on your person. If you're away from your horse, you can still select weapons from the weapon wheel, but aside from throwing and melee weapons, you can't cycle through them, because the other weapons that you would cycle through are on your horse.

Did you cycle through the individual slots?

Yes, all slots are empty except pistol and knife. I have 2 pistols.

The sawed off shotgun is considered a handgun and goes in the pistol slot. Select the slot and click on the arrows to cycle through all the weapons of that slot.

"Pistol" It's literally says shotgun. Pretty hard to mistake that for anything else.

Sounds like he did but somehow failed to draw the conclusion that the literal shotgun in the weapon slot was what he needed.

I had trouble with this myself.

Maybe a different way of saying it is:
Go to your horse.
Hit the Tab key.
Click on the pistol image and - whilst holding Tab - hit either Q or E to cycle through the weapons in that slot (which includes a pistol and a shotgun).
