Deleted the game to free space, didn't get memory back...
So I bought this game on the R* launcher(which is pretty cancer btw), and enjoyed it. Already had played on console, but having it on PC was fun. Really great game. But recently having no one to play with and not having played in a while I decided to delete it. So I did right now, and its been about an hour and the 113 GBs have not been restored so I was basically just robbed of my PC's memory. Any help?

Try manually deleting the files?
You have to delete the files manually if you added mods because Steam doesn't remove it.

Yeah no, those are all gone as far as I can tell. Unless they're somewhere different to the usual area files for games are located.
Try searching up one of the files, should lead you to the installation path, "RDR2.exe" for example.

Okay so I found one named RDR2, but its only 85mb and it says it doesnt exist in the same location when I attempt to delete it.

You're not doing it right, when a file is found, right click on it then click on (open file location). That file is gone now so you have to find one of the other files, try "levels_0.rpf"

Same happened to me. except I already had a fresh install of windows, so sense my rockstar launcher wasn't on there anymore I manually deleted the files in my D drive and emptied the trash bin.

It was asking for admin permission to empty the trash been so I chose skip these files to make sure I hadn't accidentally deleted something important, but there was nothing in there after and my D drive didn't get the space back.

why don't you go to filehippo or C net and find a some freeware, drive wiper and try checking the hidden file box in your search when looking for old files to delete, there's freeware that can help you delete free space and make sure to get a fragmentation application, the windows auto defrag does not always work as expected leaving unreadable corrupted memory space that needs to be cleaned.

I think I might have had this problem before with other games, To get your space back, uninstall it from steam, don't manually delete files, if you did, go to your recycle bin restore all the rd2 files, then go to steam to uninstall it.
