Where is the problem considering loot is individual and even if 30 players were going through a dungeon, every single one of them could loot the same chests and get loot from them.
It's only when you get out to the deep desert that PvP is important.
Because it's much smaller and it's where you are supposed to build your base. With 40 player Hagga Basins there are already bases scattered everywhere. If it were more you wouldn't find a spot to put a base unless you were one of the first 40 or so people online for launch.
